Foster care reform
Constituents from Fort Worth and Houston testified last week on the need for conscience protection for both faith-based institutions and families to be able to help the state reform its foster care system through house bills 4, 5 and 6. The TCCB also provided testimony on HB 1, the House's main appropriations bill, supporting the full and prudent funding of the Department of Family and Protective Services.

The Texas Bishops support SB 542 and HB 1184, which provide parents choices in educational opportunities for their children. The bills provide Texas insurance companies the opportunity to donate a portion of their tax liability to a qualifying nonprofit scholarship granting organization; the nonprofit scholarship organization then distributes scholarships to children who wish to enroll in private school or seek additional educational support services while remaining in public school. The program is means tested for students in lower income families, students with special needs, foster children, and children of active duty military. The scholarships will be distributed to students with the greatest academic and financial need.

Prayer for the Legislature
Senator Eddie Lucio, Jr. and his staff have invited Catholics from throughout the state to join them in praying the rosary, using Facebook live streaming. The rosary is offered at 8 a.m. every Wednesday, through the end of the session.
